Alternatively I think its funny as hell to run up to a warrior and let him hit me for crippled and/or bleeding and just spam this and watch his avatars face as he goes "But you're supposed to be bleeding and/or crippled!!! WAHHH IM A BIG BABY!!!" ahem...

well the fact that you have to touch the opponent keeps it from being overpowered. Its pretty much mostly a TA and RA skill.

Nice skill to have. Use with Signet of Agony to damage nearby foes and to self-inflict bleeding, then pass it on. Necros are nasty!

The only people that will really be in position to use this routinely are Warriors, who don't really have the energy reserves to use it repeatedly, and monks, who have many better options for condition removal.

Not to mention how useless it is when you're inflicted with cripple. You have to find an enemy not paying attention who won't kite you to get rid of it then.
For the most part, monk condition removal, Restore Conditions, and Martyr, make this useless in organized PvP, but a W/N without it in the random arenas is going to become very frustrated without it.
